I would contact the agency asap to ask if what the caregiver is saying is valid.

Is the caregiver telling you this directly OR is it the case where your mom or dad is telling you this is what their caregiver is telling them? The elder may not have it correct.

Ferris has a good point in that this caregiver may have issues related to not being able to get paid. Where my mom is, there often are issues in fraudulent SS cards being used so can't get paid till it is cleared up.

Call the agency and find out why they are no longer paying him/her. You can report the agency to the state licensing board, unless the employee has other issues (garnishment, child support, etc.).

I would contact the agency! If the caregiver is looking to pad his pockets they need to know that. If they aren't paying him, you need to know that so like PT said you can find another agency. If you like the caregiver tell the new agency about him and that you would like to stay with him. Then caregiver has a reference from you and perhaps a more reputable agency job. You could also possibly contract directly with him. Good caregivers are hard to find.

I had the same question that vegaslady did. The agency contracted the caregiver, so payment is a personal matter between him and the agency. I am surprised that you were even informed there was a problem, since you paid the agency. If the caregiver mentions it to you, tell him to inquire at the agency to find out what could be the holdup.

My parents had someone who helped them for a while. She hit them up for money a good bit. She still owes them about $1000 worth of services, which I know we'll never use. Some people just have no shame.

Is the caregiver telling you this and asking you for money? Have you checked with the agency? The caregiver may want to contact the state labor office or department of unemployment to report the nonpayment of wages.
