Hospice workers are only authorized to treat the patient they are assigned to. By law, they cannot treat other members of the household. However, they could recommend that your father be taken to the ER or his Primary Care Physician. I agree with makkd that it needs to be your father's decision. Even if your father chooses no treatment the doctor could order hospice care for him just so that they could make sure that he is comfortable during the illness.

What does DAD want? Is he competent? who is his POA (any), health care proxy or does he have a living will?
He needs to go to ER immediately for treatment if those are his wishes.
If he chooses no treatment this is HIS decision, not the hospice and moms.
Then if he chooses no treatment, then in reality a doc could order hospice for him to (if he is deemed terminal) and then both can get the hospice care.
