Unfortunately, The cuffs that go on the wrist are not accurate at all. You can get blood pressure devices that wrap around your arm just like they have in the doctor's office. They have them on Amazon.

Check out the Omron Evolv BP7000.

It is a clinically validated upper-arm blood pressure monitor, but unlike the usual monitors, the cuff and monitor are all one piece with no tubes or separate machine. That design may make it considerably easier for someone with only one usable arm to put it on independently.

The bigger issue is whether the person can actually slide and position the cuff correctly using the one functioning hand. I would buy it somewhere with a good return policy and have the person's doctor, nurse or occupational therapist watch them put it on and compare several readings with the office equipment. If they can position it correctly and get comparable readings, it could be a very good solution.
There are validated wrist monitors as well, and those can be easier to put on one-handed. However, upper-arm monitors are generally preferred because wrist readings are much more sensitive to positioning—the wrist has to be held at heart level very consistently.
