The central air system was 21 years old which I wasn’t informed of before I purchased the mobile home I live in now. Are there programs that would assist with getting a new AC?

I live in Alachua County in Florida. Our utility company GRU had grants to cover new HVAC for those not earning much money. Check with your utility company.

Your County should have an Office of Aging and a Disabilities dept. Maybe they can help.

You may have to invest in just some simple window air-conditioners, or contact your local Area Agency on Aging or Senior Services(if you're a senior) to see if there is any help available.
Otherwise you'll have to check with your local Social Services Dept. to what if any help is available.
After I just wrote this I remembered that you can just call 211 to see what services may be out there to help you.

Contact your SSDI worker plus whatever nonprofit is leading the advocacy for your specific disability. Contact 211, 311 and area on aging. Even if they won’t fix your hvac—cmon LOTS of ppl lack central air—they might arrange for an in room unit.
