Your County should have a VA office. Make an appt to talk to someone there. With the VA it all has to do with time of service. If they are disabled from Military service. Aid and Attendance is one of the things a non-military spouse could qualify for. To qualify the serviceman had to serve during wartime.

If one qualifies yes the VA will cover for Aid and Attendance in the home, but you'll have to call (877)427-8065 to see if your loved one qualifies.
