Looking into Lifeline through T-Mobile, it looks as if they only discount service by $10 a month. Mom needs free service, if possible. Is that even possible? She is low-income and will soon be in a HUD unit at an IL place.

Beware those so called free offers, there are usually strings attached. Stick with a major carrier for reliability and signals that actually work. AT&T or Verizon or Sprint or whoever the biggest carrier in your area is would be the safest choice.
Applicants who qualify and are enrolled in the SAFELINK Program will receive a free cellular phone provided by TracFone Wireless together with a free allotment of airtime minutes each month for up to one year. TracFone Wireless will determine at its sole discretion whether or not an applicant meets the eligibility requirements to participate in the SAFELINK Program. The monthly airtime minutes provided by the SAFELINK Program will vary from state to state (in Washington state, the number of monthly airtime minutes is 68 under Plan Option 1. That's not a lot of minutes, the overage could be staggering.

I have no personal experience with this company however I know many of my elderly patients use Consumer Cellular. I'm not sure if they have fancy-schmancy Iphones or Androids but I know they have basic flip phones that are very simple to use. I had 1 patient who was telling me about it when he saw my fancy-schmancy phone and I remember thinking at the time, "I had no idea this service was available!" And I wanted to remember what he told me so I could pass the info along but of course I forgot what he told me specificially. But check them out. They're legitimate.

I found a plan that gave 250 minutes. That still seems to be low for Mom (a friend calls her often and they talk a lot.) Now I know to look out for overages. Sigh.
