It would depend upon what kind of safety you mean. Do you want to know if this couple is safe in their home overall? I would call Adult Protective Services.

Or do you need to know if the home itself is safe as in throw rugs laying around, are they able to get in and out of the bathroom OK, or other obstacles that can trip someone up? In this case I would call an Occupational Therapist. You can get a referral to one through the couple's Dr.

Everishlass, as always, has some wise suggestions. Social service agencies are sometimes willing to send someone over to the home, as well. If you are worried about safety to the point that they are neglected or abused the adult protective services through you county Social Services is where you'd go. If you just want someone to convince them to removed throw rugs, etc. then a social worker can help. Most communities have a non-profit social services agency. If dementia is involved, the Alzheimer's Association will send someone over. Thanks for being a wonderful neighbor!

Also contact your local fire department. They can do an inspection for fire hazards. When mom became bedridden, before she moved back home, due to Medicare requirements, the social worker was able to get the fire department to send someone to inspect our home. We were told that our parent's bedroom door is too narrow for the EMS to bring in the gurney. So, they recommended that we put mom's hospital bed in the livingroom. We had to re-arrange the furniture to widen all emergency exits. Example, no end table blocking the door from opening wide open. They recommended how many fire extinguishers needed for the home, emergency light (in case of power outage), etc... So, the fire department can also be an alternative source for home safety assessment.

Adult Protective Services, and or call 911 for a Welfare Check, the EMS people do this all the time.
