, recently she has Started to stumble and lose balance and tips forward if standing still and now has started to shake in her hands , the doctor has told her not to worry

Don't quite know what your question is Christine.
Your mother is obviously seriously ill. Does she have something like COPD? Has she been a heavy smoker?
Lots of reasons she may be stumbling and shaking. Try and keep the home safe by removing trip hazards such as rugs and install rails in the bathroom. If she will have her use a cane or walker. She obviously should not be going out alone or driving. Does she live alone.
I don't know why the Dr told her not to worry unless he feels she is at the end of life and worrying won't change anything. If you agree with the seriousness of her condition it might be time to consider hospice. It sounds as though she has enough problems with her lungs to be appropriate for hospice. This will be a big shock for her if she does not realize how ill she is. On the other hand it does give her the chance to take care of things, see people she loves or go to places that have special meaning for her. You know her best so must decide how much she can cope with

She could have Parkinson's disease. Google Parkinson's and see if she has any other of the symptoms.
