We have treated her with medicated shampoo and ointments. Doctor said it won't go away because she can't stop scratching.

Could an antidepressant be considered? There are some that help with that behavior. My mother has elements of behavior such as this but since she is on so many medications I don't bring this up as she has endured surviving a septic infection and is mild mannered at least. I imagine your mother may do this out of habit rather than a skin condition.

The anxiety is what needs treatment.

Talk to her doctor about prescribing a mild anti anxiety med.

yes, he prescribed the same treatment as the family doc.

Put a hat on her and tie it under her chin. It might help break the habit or at least keep her from damaging her skin further.
