If the "direct care worker" is employed by a private company and you have hired them - call the human resources department of there company. If you are referring to a state employee you can contact the state Elder Care agency or maybe DHR (department of human resources) .

Most of the times the State regulations are posted on the website. I would go to Google and search for "Pennsylvania Direct Care Regulations"; if this doesn't work try Pennsylvania elder care rules and other various phrases.

Another idea - Pennsylvania has an Elderly Abuse hotline, maybe calling them with your question might help
