The lines between what the two provide are getting more muddled all the time; independent living can range from simply being apartments or housing developments that are age restricted and offer few is any extras to places that differ very little from assisted living. AL's are also beginning to offer a higher level of support than the standard meals, housekeeping and medication management they used to, many will provide a high level of help on a fee for service basis (which can get expensive very quickly). Your best bet is to figure out what you need and to start exploring what is available near you, remember your needs are likely to increase so you might want to find a place that offers a continuum of care or is at least up front about how much they will do and at what cost and when you might be asked to move on to a higher level of care.

I don't know much about the options in CA. I know that some states offer coverage for AL if the doctor says you need it. So, there is a needs requirement. Doctor would complete form and sign that you need assisted living in order to be able to handle your Activities of Daily Life, like food prep, taking medication, dressing, bathing, toileting, etc. And, you also would need to qualify financially, and those on Medicaid Medical usually do. In our state, (NC) this is similar to a Medicaid program, but, it's for ALs and not nursing homes. I don't think it covers IL. I might explore online to see if CA has a similar state program OR you might be able to inquire from your local social services dept. Since your brother is visually impaired, he might qualify too.

Thanks for the information! Going to check it out.  My brother had cataract surgery with a lazy eye, can't see well, going to get glasses.  Has problems hearing, had wax in going to see another ear doctor.  He might need to have hearing aids.  My brother needs 24/7. Now I'm doing it, it's difficult for me.

My mother lived very happily in an Independent Living Unit for well over a decade, and in fact died there from cancer - I moved in a few weeks before the end. The facility provided support only for the unit - change light bulbs etc - but also kept an eye on things. It was a pleasant peaceful place with people of her own age. She was very glad to be able to go away to visit my sisters interstate without worrying about her house. It was affordable (susidised?) but her returnable deposit was worth very little at the end, while house prices had skyrocketed. Not a problem, just a comment. If you choose an ILU, it's worth checking whether there are options to go to higher levels of care, and it's definitely worth getting legal advice on the contract particularly if it is for-profit.
