This is a pretty common need/inquiry on this forum. I recommend:

- contacting your local Area Agency on Aging for resources
- contacting your local Senior Center to see if they have special days when nurses come to tend to toenails
- join Nextdoor.com which is a local intranet (non-anonymous) of your actual neighbors in your community and make a post seeking recommendations for access to such a service. You may find a nail tech who might be willing to come to your home.

My aunts Home Health Agency sent out an independent company that does nail trimming. They are not podiatrist.
You could call any home health agency in your area and see if they can refer you.
I was able to get a podiatrist to come to my moms home only one time. I found them by contacting podiatrist offices in her area. She was in a rural area and this podiatrist came to see patients in the nearest town so agreed to travel to her house that one time. You could also call nursing homes for referrals.
